Assembly education committee to hold info hearing on “School Funding as Related to the Counting of Students”

The state Assembly Committee on Education, chaired by Rep. Jeremy Thiesfeldt (R-Fond du Lac) will hold an informational hearing on Tuesday, April 27 at 1:00 p.m. in Room 412 East of the State Capitol. The committee will receive invited testimony only from the Department of Public Instruction and Legislative Fiscal Bureau on the topic of “School Funding as Related to the Counting of Students”.

One of the WASB’s top budget priorities is to secure provisions that mitigate the effects of the drop in student membership counts (which affect both revenue limit calculations and per pupil aid allocations) caused by the pandemic. This was also one of the most-mentioned elements brought forward by school leaders who testified at budget hearings. Final two in-person budget hearings are this week in Rhinelander and Menomonie

The Legislature’s Joint Finance Committee (JFC) will hold the final two in-person public hearings on the state budget this week:

  • Wednesday, April 21 in Rhinelander (Hodag Dome, School District of Rhinelander, 665 Coolidge Avenue, Rhinelander, WI 54501)
  • Thursday, April 22 at UW-Stout (Great Hall of the Memorial Student Center, 302 10th Ave E, Menomonie, WI 54751 *all attendees will be directed to park in Parking Lot #29)

The hearings are scheduled to start at 10am and take testimony until 5pm.

It is very important for K-12 to have a strong presence at these hearings. Lawmakers are not sold on increased school funding and school leaders cannot afford to be complacent. It is also a unique experience to present testimony at these hearings and listen to others. Board members who testify also receive WASB recognition points. Limited slots will be available for the statewide virtual budget hearing

Details on registering for the April 28 statewide virtual budget hearing held by the Joint Finance Committee (JFC) have been released. The Committee is accepting ONLY the first 200 registrations for the hearing.

Registration opens on Monday, April 19, 2021 at 10:00 a.m. at this website. If you want to secure a slot for this hearing, it is imperative to log on to that website right at 10am when registration opens as we expect demand to be high.

Registrations will be taken on a first come-first served basis and registrants must be a resident of Wisconsin.

Those with disabilities who will need to call in should contact Joe Malkasian, Committee Clerk, at Joe.Malkasian@legis.wisconsin.gov to make the necessary arrangements.

Joint education committee informational hearing today on federal fund usage

The Senate and Assembly Committees on Education will hold a joint informational hearing on Thursday, April 8 at 11:00 a.m. in Room 411 South, State Capitol. The committees are chaired by state Sen. Alberta Darling (R-River Hills) and state Rep. Jeremy Thiesfeldt (R-Fond du Lac) and are scheduled to take invited testimony only on “Federal Funding Distributed to Wisconsin related to K-12 Education.” The hearing will be covered live on WisconsinEye. The WASB GR staff will monitor the hearing and report anything worth noting to our members.

Legislative Fiscal Bureau budget analysis released

The nonpartisan Legislative Fiscal Bureau (LFB) has completed its analysis of the governor’s budget proposal. The much-awaited “Summary Document” is now available. 

This is a key preliminary step that precedes the so-called “agency briefings” where state agency heads come before the Joint Finance Committee (JFC) to answer questions about their agency’s budget.  Typically, these agency briefings are held shortly before the JFC public hearings begin.

U.S. Education Dept. announces official American Rescue Plan (ARP) funding allocations

Today (3/17) the U.S. Department of Education announced funding allocations from the American Rescue Plan Act (ARP) for all 50 States, Puerto Rico, and the District of Columbia.

The announcement includes a table outlining the individual funding amounts that will be distributed to each state.

These allocations are from the $122 billion in Elementary and Secondary School Emergency Relief (ESSER) funding
